I think some people are missing the point. OP is saying we already have a solid top 4, and Holl is only called a top 4 D by the media because Lily and Sandin are underrated because most people are awful at evaluating D except based on reputation.
So the question becomes, how is Holl as a 6th dman? Pretty solid imo. Not many teams have a "good" 6th dman.
And how much would it cost to upgrade on Holl? What are the odds you go spend a 2nd rd pick on a guy that just ends up being another Holl, but we don't realize it because we haven't been watching that D make stupid mistakes over their career so far?
